HUMAN RESOURCE ESTIBLISHMENT AND INFORMATION

Eastern Highlands Provincial Health Authority Human Resource Manages the entire human resource. It has three (3) main section, The Personal Section & Alesco Payroll, Organization & Design, Staff Development and Training

The Personal Sections

  • The Personal Section deals with officers pay, leaves, allowances, personal files, staff appraisals, recruitment, promotions, transfers, resignations, retrenchments, and deaths, staff quiries. Alesco Payroll Management deals with the officers, salaries and allowance on a fortnightly bases.

The Organization & Design Section

  • The Organization and Design Section deals with staff establishment registers, quarterly update of staff posting by location, section and by facility. Annual budgets for personal emoluments, structure reviews, organizational re-structure, Job description and reviews.

The Staff Development and Training Section

  • The Staff Development and Training Section, deals with the organizations staff development and training. Coordination of in house staff in- service training, Short courses for staff, Long term training related to the job for each officer selected for training, Provide training plan for the organization.

The Merged Structure.

The EH Provincial Health Authority since its establishment has implemented a merged structure since 2012 to 2018. The merged structure is an amalgamation of Goroka Provincial Hospital and the Rural Health services under the EH Provincial Government to a single structure under the PHA arrangement. The EH PHA and human resource structure and position is further distributed into the four main program areas known as directorates.

  • Executive Services
    • The Executive services is responsible for the office of Chief Executive of the PHA, the Senior Executive Management and the functions of the Board. Has a position of 4 under its establishment but increased to 13 under the restructure.
  • Corporate Services.
    • The Corporate services is responsible for the corporate services function and plays an important supporting role to the Directorate of Curative Health Services and the Public Health Services on Human Resource Management, Financial Management & Accounts, Policy & Planning, Development projects, ICT and Administration support services. Has a position establishment of 161 under its directorate but under the restructure has transferred some functions to the respective directorates to manage and reduced the manpower to 86.
  • Public Health Services
    • The Public Health Services is responsible for the functions of the Preventive Health Services in Family & Population Health and immunization, Disease control & Surveillance, Health Promotion & Education and Environmental health on water and sanitation provides health services to the rural communities and the urban disadvantage. Has a position establishment of 157 under its directorate but increased to 357.
  • Curative Health Services
    • The Curative Health services is responsible for the treatment of the sick or patient care when coming into the Heath Facility that provides outpatients and inpatients for medications. These services are provided from the Provincial Hospital, District Hospital, Health Centres, Community Health Posts and Aid Post. Has a position establishment of 497 under its directorate. PHA ALESCO PAYROLL MANAGEMENT.

The EHPHA receives its annual funding from Department of Treasury and Finance however the funding for salaries and allowance are retained and managed by Finance and with Department of Personal Management they pay out the public servants salaries on each payday from Waigani.

The Payment is through the Government payroll known as the Alesco payroll but recently was changed to Asenda Payroll. The EH PHA is currently using this Asenda payroll.

In 2017 EH PHA received a total of K28, 788,900 in personal emoluments. Every payday our Alesco payroll officers in consultation with DPM & Finance provide the threshold report for the management to assess and confirm the pays before it is entered for payout each payday.

Staff on payroll

  • PHA had 714 health staff on strength and on payroll
  • Normal fortnightly payout of K1,245,300 without entry
  • With data entry will increase our salary to over K1,500,000 on any individual payroll
  • The data entries are, overtime, shift loading, HDA’S, leaves, Terminations pays, gratuity.

The above indicates that the salaries and allowance funding appropriated in 2017 is under funding as compared to our estimate costing of the whole positions of 819. The variance of K2,709,875 is the underfunding component with the inclusion of others, OTA, Gratuity, wages and Leave fares added to variance will give rise to the total for variance to some K3,200,000. The result of this under funding will contribute to the salary shortfall in the last 6 months of 2017.

Our staff movement in 2017 while in active service are as follows, resignations , deaths, transfer out’s, transfer in while others on official leaves breaks.

Contract Officers

Human resource manages the senior officer’s contract.

  • Executive management contracts
  • Senior Medical officers
  • Medical officers & Dental officers
  • Senior officers at salary Gr.13 and onwards.
  • Short term contract officers – Non-public servants.

Recruitment on vacancies in 2017

Recruitment of 84 officers in October 2017 had reduced the vacancies from 139 to 55. This has gradually reduced the huge number of officer’s employed on short term contract whose name had been placed against the vacant position under short term contract.
