PHA ASSET MANAGEMENT
The PHA since attaining full status and declaration becoming the Provincial Health Authority in the Province and the signing of the partnership agreement with the transfers of all assets to PHA a full assessment and listing of all assets was compiled for the organization by the Health Reform team.
- Land area from which the assets and facility build on
- Buildings, Hospitals, Health centres, urban clinics, community health posts and Aid Posts, staff institutional houses and other buildings.
- Static Plants: standby generators, incinerators, laundry machines, water pumps, sterilizers, kitchen equipment, oxygen plants, solar panels and accessories
- Office equipments, office computers, Photocopier, freezers, fans, hot water urn office Furniture
- Medical equipments
- Machinery, Vehicle, Lawn mowers, wheel burrows
- Communications, Telephones, Health two way radios
Assets Valuation.
The PHA immediate problem is to obtain a valuation of the current assets it has under the PHA. Since 2012 we have been seeking from firms or companies who could conduct a desk top valuation for the documents we have compiled but to date we are still struggling with these. Unitech had shown interest and given us a quote of K200, 000 for this exercise.
Land Titles to Health Facilities.
We do not have the documents to the lands that the health facilities are built on. Our approaches to the lands department with the list for land title search at the Goroka Regional lands office is still pending confirmation.
Vehicle Fleet Management for PHA
The vehicle fleet management is administered by the EH PHA based on the previous arrangements and vehicle usage as, the following table shows the details of the vehicle fleet as available.
- Vehicles under the district health service
- EH PHA PHQ Vehicles
- Goroka Provincial hospital fleet
Vehicle Type
The Type of vehicle for support in health service delivery is predominantly the Toyota Model of the Land Cruiser 10 Seaters being used as Ambulances for transferring patients from the Districts Health Facilities to the Goroka Provincial Hospitals. Maternal and child health clinics, transport of medical supplies and carrying out other public health activities. At the Provincial Level for supervisory visits, patrols, and projects implementation.

The type of vehicle now under use by the EH PHA are the Toyota brand that is predominantly used. All the eight (8) districts of EHP have a 10 seater available as the Ambulances and for general purposes.
Vehicle Disposal.
There are 12 to 15 damaged and ageing vehicles identified for the disposal through the Board of survey. The vehicles have been valued and ready for disposal through public tender in the daily papers in 2018.

The above analysis shows that the current fleet of vehicles are ageing and is a cost in service or maintenance for the Authority to maintain these fleet of vehicles in operation.
There need to be a re-fleeting schedule to follow for the re-fleeting for replacements.
